WhatsApp replies now cost money: a worked clinic example

From 1 Oct 2026 Meta charges for replies after 1,000 a month per number. A worked cost example for an Indian clinic, with what is free and what is not.

If you run a clinic, hotel or agency in India on the WhatsApp Business Platform, the short answer is this: your first 1,000 replies a month per number are still free, and every delivered reply after that is charged at a small per-message rate. For most small businesses that is a few hundred rupees a month at most, not a crisis. The risk is not the price. It is finding out after the free tier is gone and a message does not go.1

This post explains what changed on 1 October 2026, who it affects, and a worked example you can redo with your own numbers.

What exactly changed on 1 October 2026?

According to Meta's WhatsApp Business Platform pricing page, two things that used to be free are now charged.1

Message typeBefore 1 Oct 2026From 1 Oct 2026
Service message (a free-form, non-template reply in the 24-hour window)FreeFirst 1,000 per number per month free, then charged1
Utility message sent in response to a user, inside the windowFree (since 1 July 2025)Charged1
Marketing templateChargedCharged (Meta also updated its rate card)1

Two definitions matter. Meta calls a service message any non-template message not powered by Meta's own Business Agent, and says it can come from people such as customer service representatives.1 A utility message is a template message for a transactional or informational purpose, for example a booking confirmation.1

Meta's page also says the free tier counts delivered messages per business phone number, resets each month and does not roll over, from 12am in the account's timezone on 1 October 2026.1

Who does this affect, and who does it not?

It affects businesses on the WhatsApp Business Platform, the API that software providers connect you to. Cashify reports the change does not apply to regular WhatsApp or the WhatsApp Business app, and that customers still pay nothing to message you.4

If you only use the free Business app on your phone and answer chats by hand, this does not change your bill. If you use a CRM or an AI assistant on the API, it does.

How much does a reply cost in India?

Here Meta's own page is thin. It says service, utility and authentication messages are charged at "fixed, per published rates" and points to rate cards, but the page text does not show the India figure.1

Indian news coverage fills the gap. IBTimes India (30 September 2026) lists utility, authentication and service messages together at ₹0.115 per delivered message before GST, and Cashify (30 September 2026) gives the same rate for utility and authentication messages.34 These are news reports, not Meta's rate card, so treat the service figure as the best available, not as confirmed.

We therefore use the utility rate below as a stand-in for the service rate. The utility rate on the July 2026 card on this site (card date 1 July 2026) is ₹0.1150. Meta changed some rates on 1 October 2026, so check the current card before you commit to a budget.1

What does this cost a clinic? A worked example

This is an illustration, not a real clinic. Take a skin clinic in Hyderabad with one WhatsApp number on the API. Each month about 300 new people message it. On average the clinic side (assistant plus front desk) sends 6 free-form replies per enquiry. That is 1,800 service messages in a month.

CaseService messages sent and deliveredFree tierChargedCost (utility rate as stand-in, before GST)
Quiet month1,0001,0000₹0.0000
Our clinic1,8001,000800₹92.0000
Very busy month3,0001,0002,000₹230

The free tier applies per business phone number, so a second number gets its own 1,000.1 The clinic also sends appointment reminders. A reminder sent inside an open window is a utility message and is now charged, so 150 bookings with two reminders each is 300 more messages at the same rate: ₹35.0000.1

The takeaway is proportion. Even in the busy case the monthly message bill is small next to the value of one booked procedure. The thing to manage is not running out of balance, because Meta says that without a payment method it will not deliver service messages once the free tier is used.1 Zoho Desk's own notice to its users makes the same point: if there are not enough credits, the message will not be sent.5

How can a business keep the bill down?

Four habits that reduce charged messages without hurting customers:

  1. Use the free ad window. Meta says that when someone messages from a Click to WhatsApp ad, a free entry point window opens that "may remain open for up to 7 days", and marketing, utility, authentication and service messages are free in it. Meta Business Agent messages stay charged.1 Cashify still describes a 72-hour window, so ask your provider which applies to you.4 We cover this in our guide to the free Click-to-WhatsApp window.
  2. Answer in one good message, not four. A reply that covers the fee, the timing and the next step in one go uses one delivered message.
  3. Do not reply to "ok" and "thanks". A closing acknowledgement rarely needs an answer.
  4. Watch the counter. Ask your provider where you can see service messages used this month per number.

What bananaleaf.ai does here

bananaleaf.ai runs an AI sales assistant and CRM on your own WhatsApp number. Two parts are relevant to this change. First, the assistant is built to stay quiet on a bare acknowledgement when it has nothing new to say, and to drop a reply that only repeats what it already told the customer, so it does not spend delivered messages on empty answers. Second, our platform keeps a prepaid WhatsApp balance in rupees and prices each delivered message by the recipient's country. How service messages are charged on your plan depends on your account's billing setup, so ask us rather than assume.

Message template: a reminder that earns its cost

Reminders are chargeable now, so make each one do something. Copy and adapt:

Hi Meera, your appointment at City Skin Clinic, Banjara Hills is tomorrow, Thursday, at 5:00 pm with Dr Rao.

Reply 1 to confirm or 2 to change the time.

What to do this week

  1. Find your number of free-form replies last month. Ask your provider for service messages delivered, per phone number.
  2. Multiply the excess over 1,000 by your provider's per-message price and add GST if it is not included.
  3. Check your balance or payment method on the platform, because Meta says delivery stops without one once the free tier is used.1
  4. Count how many of your chats begin from a Click to WhatsApp ad, since those may fall inside the free window.1
  5. Review your reminders. Keep the ones that cut no-shows, and drop the ones nobody acts on.
  6. Re-check the current India rate card at Meta's pricing page before the next month starts.1

Questions people ask

Are WhatsApp replies free in India now?

Only the first 1,000 delivered service messages per business phone number each month. According to Meta's pricing page, charging starts from the 1,001st. A normal customer typing to you costs you nothing.

Does this apply to the WhatsApp Business app?

No. News reports say the change applies to the WhatsApp Business Platform (the API), not the regular WhatsApp or the free Business app.

Do unused free messages carry over to next month?

No. Meta's page says unused messages in the free tier do not roll over.

What counts as a service message?

Meta defines it as a non-template message sent inside the 24-hour window, and says it can come from a person such as a customer service representative.

What happens if I run out of balance?

Meta's page says that without a payment method it will not deliver service messages once the free tier is used. Check that your provider's balance or card is set up before you get there.
